[Dshieldannounce] New Feature: Port Ticker

   I implemented a 'faster' version of the Internet Storm Center
trends page. It uses just the last set of submissions we received.
Typically, this should be updated every 5 minutes. The ticker
is displayed at http://www.dshield.org

   For a few more details see
http://isc.sans.org/ticker.html (show last update time and
how many reports where used)
http://isc.sans.org/trends.html (this is the more static, daily
trends list)
