NTI has a tool that claims to wipe a drive 1 sector at a time.  It is
not free and they limit who can acquire it but if you qualify, it is a
nice little tool.

Eraser by Sami Tolvanen should do quite good work erasing both files and
free hard drive space. Correct me if I'm wrong. Freeware.
