UK ID card trial? Or is it?

I'm surprised nobody mentioned the story, attributed to the Guardian of 27/8
in one reference, that the HO is to trial its ID card ideas in a small
market town this autumn. But there is also a reference to this being a trial
for the new passport. The suggestion is that a passport trial can be carried
out under existing legislation, but not an ID card trial.
