Indeed, and I'm pretty sure that there were still enough handsets and 
base stations being rolled out that it was "just too late" to do 
anything. Only by about six months, though. (Obviously, and I 
unintentionally misled by saying "twelve" years, the GSM networks had 
been deployed on a trial basis for some time before the public launch).
