It's not obvious to me.  Key derivation (A3/A8) is done in the SIM card,
but encryption (A5) is done in the phone itself.  I'm not sure whether
the handset ever tells the SIM card which flavor of A5 the handset is
going to use.  I haven't memorized the SIM<->handset protocol, so I
could be wrong, but from memory, I don't think this information is ever
communicated from the handset to the SIM.  Does anyone know more?
