Don't laugh, but the DWP Bill Team working on the SSF Bill assured
industry that they had a 99% conviction rate when prosecuting benefits
fraud, and therefore really did only want data on actual criminals.
I'm not sure if this is because they only prosecute the most blatant
cases, or whether almost everyone involved in receiving benefits commits
some kind of technical offence (the forms are complicated enough I can
believe this might be true).
