Depends on the nature of the constitutional arrangement. If it were an
arrangement whereby the people lent power to their government (such as in
the US), rather than one whereby the monarch grants rights to her subjects
(such as we sort of have here), then it certainly ~could~ (though wouldn't
necessarily) leave one with greater rights.
