It also rules out what M&S are likely to do. I don't suppose a different
ID is going to be applied to every vest size 16 that they sell, though
they may apply a different number to size 16 vests as a class than they
do to size 14 vests.
So a given ID will apply, by design of the overall system, to thousands
and thousands of distinct tags (and vests), and hence the act will not
be applicable.
