I think this is a very good point. Together with some of us changing 
thread titles, I am particularly bad at not doing this, this might be a 
solution to the reservations some have. Some discussions could also be 
taken to e-mail.

The filtered/unfiltered approach would also work and could probably be 
run from and mailing list software.

Indeed. I certainly at best skim some threads.

One thing that is worth remembering from the discussion on this subject 
a few times ago is that the list was created to discuss the broader 
issues around cryptography. A broad list rather than a narrow one, 
politics rather than engineering. Cryptography does occur in all sorts 
of things now, or at least it would occur if those implementing the 
systems were up to their responsibilities.
