Most states have a constitutional requirement to perform a complete
recount if the margin of victory falls within a certain margin (IIRC
for Florida it is 0.5%).
I haven't heard of any recounts being ordered in last week's election.
But naturally, how do they do the recount if a machine doesn't produce
a paper record? Do they hit the TOTAL button again?
